History of Bangladesh Civil Service Administration Academy
The Bangladesh Civil Service Administration Academy was the first to start its journey as the Gazetted Officers Training Academy (GOTA). Later in 1977, the academy was renamed as the Civil Officers’ Training Academy (COTA). On October 21, 1987, the academy was renamed as The Bangladesh Civil Service Administration Academy as a connected institution under the then Ministry of Establishment (now Ministry of Public Administration).
The Academy provides five-month-long basic training in law and administration for newly recruited new officers of the Bangladesh Civil Service (Administration) cadre and other training in different fields as per the requirement for officers at different levels. In addition, a one-year “Master in Public Policy and Management (MPPM)” course is conducted. The academy is tasked from time to time to provide basic training and other training to various cadre service officers by the government.
The Academy conducts research activities on the subjects of administration, governance, management, development, etc., and publishes journals, books, magazines, etc. on the current situation. In addition, on the occasion of various training courses, trainees publish souvenirs.
The Academy conducts a variety of training programs such as administration, management, government procurement, information and communication technology, enhancement of english language skills, ethics, ideals, value creation and prevention of corruption to develop government officials at different levels as skilled, competent, self-motivated and entrepreneurial.
The Academy organizes partnership training programs with various homogeneous training institutes in the country and abroad. The Academy is conducting a mid-level degree course in public administration and public finance in collaboration with Yamaguchi University, Japan. In addition, it is working jointly with the Japan International Cooperation Agency (JICA) and the Korea International Cooperation Agency (KOICA) to improve the quality of the training curriculum. The Academy provides due importance to the enhancement of skills and qualifications of faculty members by providing opportunities for higher education and training in various foreign universities and institutes.
The academy is headed by an officer of the rank of secretary to the government. The Academy is well known as a think-tank on public sector reform and management. The Academy provides the government with necessary recommendations regarding policy support and administration at various times. Since its inception, the Academy has been playing an outstanding role in the overall administrative development of the country.
